Founded in 2001 and headquartered in Bethesda, Maryland, D2DInc provides services to public-sector organizations in the areas of acquisition and procurement support, contract administration and closeout, development and administration of small business outreach programs, training, administrative support, and marketing communications materials. Our customers include civilian and defense federal government agencies.
D2DInc is looking for a Contract Specialist to support the Federal Election Commission (FEC) in Washington, D.C. The qualified individual will be customer-focused and team-oriented with the ability to work independently. This position is contingent upon award.
JOB DESCRIPTION
The Contract Specialist will follow established procedures to procure mainly commercial items and services, chiefly simplified acquisitions. Additionally, the agency primarily uses firm fixed-price instruments utilizing standard clause sets.
Tasks include:
- Prepare request for quotes ensuring that technical descriptions and appropriate contract clauses are included in the solicitation.
- Perform detailed analysis of responses to solicitations, and compliance with the solicitation.
- Prepare recommendations for award, documenting reasons for decisions made and justifying the basis for the award recommendation.
- Draft final contract documents including specifications and all other special and standard clauses.
- Assist the Contracting staff with the following functions: managing all contractual documents to insure that they are current and accurate; gathering and analyzing information preparatory to price and technical negotiations; preparing contract modifications, or other contract related actions.
- Market Research and Market Surveys. Assist in conducting market research to identify potential sources and contract vehicles. Potential sources should include socio-economic program participants (i.e., small businesses, small and disadvantaged businesses, etc.). Potential vehicles should include GSA Schedule vendors, Government-Wide Agency Contracts, and other agency contracts. Conduct market surveys and prepare written documentation of market research.
- Responsible for closing out a number of instruments monthly, primarily simplified acquisition purchase orders.
QUALIFICATIONS
- Bachelor's degree in related discipline (Business, Marketing, Finance, etc.) or 5 to 8 years of Government contract specific work may be substituted for related degree.
- DAWIA or FAC-C Level I certification preferred.
- Must have 3-5 years of federal contracting experience.
- Knowledge of and experience in Government contracts as a contract specialist or equivalent
- Proficient in a contract writing system (e.g. PD2, Comprizon, Contracting Lifecycle Management (CLM), AEON, etc.)
- Knowledge of the Federal Acquisition Regulation (FAR)
- Understanding of contract administration principles and practices sufficient to monitor contractor performance and compliance with all terms and conditions of the contract
- Demonstrated experience with Fixed-Priced procurement instruments
- Demonstrated skills in writing and interpreting contractual agreements and business correspondence
- Experience recording and compiling materials for reports and documentation
- Demonstrated ability to effectively communicate, both verbally and in writing
- Excellent analytical, research, problem solving capabilities, and attention to detail
- Highly motivated with the ability to multi-task and strong organizational skills
- Sound business ethics including the protection of proprietary and confidential material
- Proficiency with Microsoft Office products – specifically Word and Excel; demonstrated proficiency in creating spreadsheets, graphs, charts, and other business tools.
- Ability to interact professionally and collaboratively with others
- Must be self-motivated, a fast learner, able to complete tasks with minimal direction and supervision
- Must be a U.S. Citizen
- Must be able to obtain favorable adjudication of security screening/background investigation
