The Deputy Depot Manager is responsible for the management of warehouse operations and staff at the S&K Aerospace (SKA) warehouse in New Boston, TX, in support of the Defense Logistics Agency (DLA) Industrial Product-Support Vendor (IPV) contract at the Red River Army Depot (RRAD). This position works under the supervision of and reports to the Depot Manager. Within this framework, the individual exercises considerable independent judgment in planning, scheduling, and carrying out the requirements to maintain warehouse operations in accordance with contractual requirements and expectations.

The Deputy Depot Manager assists in the development and implementation of contractual operational procedures while continuously monitoring and maintaining local receiving, warehousing, inventory, and distribution operations. Ensures warehouse and shipping operations function in accordance with Federal, State, Local, and contractual requirements. Establishes and enforces proper material handling and order shipping procedures ensuring delivery to the specific shops on Depot to include EDI transactions to initiate material transfers. Evaluates warehouse and transportation processes, identifying opportunities for improvement, recommending potential solutions to the Depot Manager or other SKA Management, and implementing approved recommendations. Provides analysis of inventory, delivery, and transportation data and recommends/implements improvements. Implements and maintains a safe, efficient, working environment with all safety and compliance practices meeting ISO 45001, OSHA, and DOT standards. Audits, adjusts, and oversees processes to improve employee productivity and performance metrics. Assists in the preparation and presentation of daily, weekly, monthly, quarterly, and yearly contractual reports. Perform duties as Kitting Coordinator and attend Depot production meetings to ensure any updates in production are identified and passed to the Depot Manager and the Material Planner/Scheduler. Travel in accordance with company and contract requirements as required. Provide leadership and management pertaining to employee relations including hiring, performance appraisals, wage and salary negotiations and determinations. Audits and manages employee timecards and timecard reports. Provide data for administrative and Quality Management System support. Maintains, controls, and manages inventory using the company’s management information system. Ensures physical inspection of product and accurate documentation of associated forms and data entries during receiving and prior to shipment to the customer. Manages Customer Service requests promptly. Fosters a “safety first” culture through example, awareness, training, and accountability. Assists with and monitors periodic process audits and process revisions. Maintains a culture of continuous process improvement throughout assigned area of responsibility. This position will work closely with the company’s Quality department in scheduling and processing Internal Audits to ensure that RRAD warehousing is meeting contractual, AS9100D and ISO45001 requirements.

Essential Functions:

Tracks daily receiving, orders, and deliveries utilizing appropriate tools and information management systems.


Conducts audits of warehouse activities against established policies and procedures to ensure strict adherence to contractual inventory management requirements, order and delivery accuracy, and QMS and HSMS obligations.


Provides backup Depot Manager coverage, including all meetings with RRAD & DLA, providing effective issue resolution.


Provides regular and comprehensive management reports on the status of company contracts that utilize company warehousing to include personnel and equipment issues. Assists in the preparation of contract CDRLs and other reports.


Provides guidance, mentoring, and assistance to subordinate team members.


Fosters and enforces a “safety first” culture through awareness, training, and accountability.


Oversees the development, testing, implementation, and continuous improvement of new warehouse processes, ensuring that OSHA, ISO, and industry standards (AS9100D, ISO 45001, Mil-STD-2073, etc.), contractual obligations, and organizational requirements are continually met.


Oversees the full staffing lifecycle, including screening, interviewing, hiring, performance management, promotions, and termination.


Interpret and verify compliance with complex written material including policies, procedures, regulations, contracts, technical drawings, and other documents.


Responsible for setting the standards and scope of weekly cycle counts, spot inventories, and annual wall-to-wall inventory.


Perform spot checks on Depot Bench Stock Team to ensure that inventories, resupply of materials, and customer service are meeting S&K standards.


Must perform other duties as assigned at the discretion of management.


Education


  • Bachelor’s degree in Supply Chain Management, Business, Management, Transportation, or other logistics field is preferred.


Experience


  • Five (5) years of management/leadership experience is required.
  • Demonstrated people management experience is required, this leader manages multiple reports and their teams.
  • Experience with ISO standards is preferred.
  • Must have experience managing third party warehouse operations.
  • Must have superior business writing skills.
  • Must have demonstrated team-oriented leadership, decision-making, problem solving, organizational, and systems related skills.


License, Cert or Registration


  • Current driver’s license, proof of U.S. citizenship; and the ability to obtain and retain a valid security clearance and US Passport.
  • Six Sigma experience or certification is preferred.


Special knowledge, skills, & abilities


  • Excellent English language skills, strong verbal and written communication skills, and the ability to effectively communicate before groups of customers or employees inside or outside of the organization.
  • Must possess an excellent understanding of technical issues and the ability to work within a U.S. Government contractual environment.
  • Must display knowledge of OSHA Safety, AS9100D/ISO 9001 and ISO 45001 standards and requirements; document management and control; government quality standards and military specifications to include Mil-STD-2073; and a working knowledge of general business principles and practices.
  • Demonstrate critical thinking to carry out instructions furnished in written, verbal, or diagram form.
  • Possess problem solving and analytical skills needed to investigate and develop theories and conclusions based on information gleaned from multiple sources of information.
  • To perform this job successfully, the individual must show proficiency with computers, software, and general office equipment. Intermediate or higher proficiency using Microsoft Office programs specifically Word, Excel, PowerPoint, and Outlook.
  • Must have excellent organizational skills.
  • Willing to travel nationally and internationally.
  • Must have outstanding attention to detail and data input skills.
  • Must possess a strong warehousing and supply chain management background, proven leadership skills, previous personnel management experience, keen problem-solving ability, sound decision-making capability, and the ability to work independently with little supervision.
