Job Definition

The Environmental Affairs Department is a high-performing and collaborative team that provides environmental support and regulatory compliance assistance District wide, delivering on the PUD’s commitment to environmentally responsible utility operations. We are seeking an energetic, customer focused professional Environmental Specialist/Senior Environmental Specialist to join our team!

At the PUD, you will play an active role in supporting environmental programs in accordance with District and regulatory requirements while providing technical expertise in Emergency Planning and Community Right-to-Know Act (EPCRA), Resource Conservation and Recovery Act (RCRA), Clean Air Act (CAA), Clean Water Act (CWA), spill prevention and response plans and activities, environmental health including toxicity, industrial hygiene, chemical safety and management and the PUD’s Environmental and Sustainability Management System.

This position offers both strategic and tactical components while providing direction in environmental compliance & sustainability. You will accomplish tasks of routine to moderate complexity, including critical analysis of situations and data to identify critical factors for decision-making. You will track emerging regulations that could be reasonably applicable to the PUD, develop and implement programs to reduce the company's environmental impact, track environmental and sustainability metrics and recommend targets and annual goals to meet strategic plan initiatives. This position also participates in PUD’s spill response, rotating on-call after hours response duties with four other team members.

Essential Job Functions

Specialized Job Functions

Represents the District while working with governmental entities and the public on environmental matters.


Assists the District in obtaining permits or approvals on and complying with regulatory requirements as necessary.


Visits jobsites to preview site conditions, evaluates work in progress and provides support to project leaders and field crews performing site planning, construction, maintenance or emergency response work.


Conducts electric and magnetic field (EMF) surveys and provides written survey reports to customers. Provides EMF information to employees, customers and agencies as needed.


Provides information, technical assistance and consultation to customers, employees and the general public regarding the District's environmental activities, policies and programs.


Prepares technical specifications and scopes of work for consultants and contractors, assists with consultant/contractor selection, and acts as project leader and contract administrator for assigned projects.


Serves as a technical resource for other District departments regarding environmental issues; monitors, analyzes, and applies new and proposed environmental laws and regulations, and incorporates changes into District activities, programs and procedures.


Creates and maintains or reviews and analyzes records, reports, and other documents as required by applicable law and regulation within areas of responsibility.


Conducts sampling of soils, water, air and other materials and interprets results.


Supervises oil and hazardous substance spill response and cleanup activities.

Minimum Qualifications

Knowledge of:
  • Federal, state, and local laws and regulations pertaining to use, storage, and disposal of polychlorinated biphenyls (PCBs), hazardous materials and dangerous wastes, SEPA, hazardous substance spill response.
  • Federal, state, and local laws and regulations pertaining to air and water quality, storm water, shorelines, and wetlands regulation and other relevant environmental matters.
  • Water and electric utility system operations.
  • Contract administration and policies.
  • Environmental health laws and regulations.
  • Accident prevention and safe work practices.
  • Project management principles, practices, and philosophies.
  • Electric and magnetic field science associated with electric utility operations.
Ability to:
  • Communicate and work effectively with all levels of the District organization, other agencies, and the public.
  • Write and speak effectively and with clarity.
  • Make presentations at public meetings or hearings.
  • Research, analyze, and apply environmental regulations.

Experience/Education

  • Environmental Specialist
    • Bachelor's degree in environmental health, environmental science, engineering, or technical or scientific field relating to environmental matters.
    • Three (3) years experience in application of environmental laws/regulations to business, industry, or governmental operations, with at least two (2) of those years in directly related areas.
  • Senior Environmental Specialist
    • Bachelor's degree in chemical engineering, environmental health, environmental science, industrial hygiene, or other technical, engineering, or scientific field relating to environmental matters.
    • Six (6) years experience in application of environmental laws/regulations to business, industry, or governmental operations, with at least four (4) years involving environmental health and compliance related program development and implementation.

License/Certification

  • Valid Washington State Driver License.

Preferred Qualifications

  • Work experience in comprehensive environmental practice and program implementation.

Working Conditions

  • Duties are performed in an office environment and field locations.
  • Non-standard working hours are routinely necessary for emergency spill response, and may be necessary for special assignments.
  • Incumbent will drive a District vehicle in varying traffic conditions to field sites and meetings and will be required to lift equipment, tools or materials weighing up to 50 pounds.
  • Field location conditions will be varied (chemicals, energized equipment, uneven terrain, inclement weather) and will necessitate the use of applicable personal protective equipment.
  • Office conditions will involve the regular use of a computer, keyboard and mouse.
  • Several forms of communications such as a telephone, portable 2-way radio and mobile phone will be regularly used.
