OVERVIEW

The Program Management Office (PMO) Supervisor will assign, direct and oversee staff to ensure adherence to standard practices for technology programs and projects. The PMO provides the structure, methodology, process, and procedures for initiating and executing projects for the branch. The projects may be diverse in nature and range from simple to very complex. The Supervisor for this unit will provide the leadership and guidance for implementing and monitoring the use of standard tools, processes and procedures throughout the branch.

The successful candidate will be expected to work in the Judicial Council’s San Francisco or Sacramento office; hybrid work options for employees who live in areas surrounding these locations will be considered.
RESPONSIBILITIES
- Supervise staff assigned to technology projects and/or committees, carrying out initiatives focused on the goals and objectives of the Judicial Branch.
- Oversee, manage, and optimize use of team resources and assignments.
- Manage and provide visibility into IT program portfolios with a focus on data visualization and performance improvement.
- Maintain and grow consistent processes and tools to support program and project management, communications, and committee governance standards.
- Build and manage team roadmap and budget; execute PMO vision for growth and maturity.
- Develop staff project management and communications skills.
Supervisory Duties:
- Recommends selection of staff; as needed
- Trains staff and proposes internal and external training courses and workshops; as needed
- Provides for career development and planning for staff; as needed
- Approves time off requests and timesheets; monthly
- Evaluates employee performance and conducts performance reviews; as needed
- Administers discipline as required; as needed
MINIMUM QUALIFICATIONS
Education and Experience
Bachelor’s degree, preferably in computer science, management information systems or directly related field, and seven (7) years of relevant information technology experience, which includes at least one (1) year of supervisory experience.
An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
One of the following:
a) Two (2) years in a senior analyst or other level (C43) class.
b) Four (4) years in an analyst or other level (C42) class with the Judicial Council of California.
c) Two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level senior analyst.
d) Four (4) years as an exempt-level analyst, in a California Superior Court or California state-level government entity.
AND
a) completion of training courses on topics related to effective supervision within 6 months of promotion; or
b) one year of previous supervisory experience.
Desirable Qualifications:
Knowledge/skills in:
- Portfolio, program, and project management methods, tools, and techniques;
- California Judicial Council's purpose, structure, process, and procedures;
- Written and oral/public speaking communication, including developing and delivering effective presentations using PowerPoint;
- Leadership, management, personnel development, and customer service;
- Court case management systems and emerging technologies in court business;
- Demonstrated ability to facility and build consensus.
