FREEMAN SCHOOL DISTRICT
SUMMARY
:
The Payroll & Accounting Specialist will provide support to the district and its employees with the day-to-day operational functions including payroll, accounts payable, human resources, and general public relations aspects of the school district. Position reports to the Director of Finance and Superintendent.

- Monday – Friday, 260-day contract
- 7:45 am – 4:15 pm
MAJOR RESPONSIBILITIES
:
- Assists and supports the Director of Finance with various tasks for the purpose of ensuring the Business Office runs in an efficient manner.
- Processes payroll for all employees and payroll vendor payments.
- Enters, maintains, researches and retrieves payroll information for all district employees using an online, partially automated system, following strict deadlines and procedures.
- Calculates, inputs, reviews and audits time information covering overtime, stipends, extra duty, additional hours, changes in status, changes in positions, terminations, new hires and other employee categories.
- Audits all documentation for accuracy, informs district departments of rules and regulations for retirement reporting, bargaining agreements, benefits and workers compensation.
- Provides information to district employees regarding payroll records, reviews for accuracy of incoming paperwork and provides knowledge of procedures.
- Assists district employees with retirement information and completion of appropriate forms.
- Maintains archives of district employees payroll records and researches historical data for retirement queries or questions concerning employment and/or pay.
- Provides information and answers questions to staff on insurance programs and other employee benefits and deductions.
- Prepares accounts payable for all funds of the district.
- Maintains a wide variety of fiscal information, files and records (manual & computerized) (e.g. invoices, purchase orders, receipts, bank statements, etc.) for the purpose of documenting activities, providing information and an up-to-date reference and audit trail.
- Responsible for reconciling vendor statements and ensuring payments are made timely.
- Responsible for follow up on outstanding checks.
- Responsible for district accounts receivable. Prepares and issues invoices for payments due to the district.
- Ensures proper storage, labeling, retention and disposal of records according to District and Washington State guidelines.
- Assist in performing secretarial duties of phone coverage in district office, distributing applications and announcements, sort in-bound mail and assist with out-bound mail.
- Will work closely with Director of Finance, Superintendent, Administrative Assistant & the Leadership team.
- Other duties as assigned.
QUALIFICATIONS
:

- Knowledge and practical application of basic accounting functions, processes and procedures
- Strong typing and 10-key skills

- Ability to be a self-starter and take initiative when leadership is not available
- Ability to multi-task and work with frequent interruptions without direct supervision
- Ability to establish and maintain effective working relationships with district staff, administration, students and the public
- Advanced computer experience with knowledge of and/or willingness to train for Skyward/RDS, Red Rover
- Ability to operate standard office equipment
EDUCATION and/or EXPERIENCE
:
- AA preferred and/or prior experience in school district accounting and payroll.
- A combination of college course work, technical training, and related work experience may be considered in lieu of a degree
- Job related experience with increasing levels of responsibility desired
- Must have strong computer skills with word processing and spreadsheet software
MATHEMATICAL SKILLS
:
Ability to apply mathematical operations to such tasks as adding, subtracting, multiplying, and dividing in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to create and interpret bar graphs.

TERMS OF EMPLOYMENT:
- 260-day position
- Non-represented Classification
- Benefits – Medical/Dental/Vision through SEBB (School Employee Benefits Board) are provided for employees who work at least 630 hours per academic year
- Pension through DRS for employees averaging 70 hours a month
- Additional benefits may include VEBA, vacation, sick leave, personal days, and paid holidays
