Position Overview
Lead Training effort for Illinois Department of Human services (IDHS) and external grantees' staffs to a safe and successful business implementation of Grant Management System (GMS). Quickly develop detailed understanding of two "systems" if you will, first: The grant-making operations of various grant programs that exist within IDHS, including partial automation; and second: The cloud-based software product AmpliFund (AF) that is being implemented state-wide to automate much of the IDHS grant-making process and data flow, including replacement of currently existing automated CSA system. You will work alongside AF to completely organize and schedule the training of over 200 IDHS staff and over 1,000 external grantee staff; the training will run in parallel with other workstreams and must be completed just-in-time for rollout of AF to all grant programs at IDHS. IDHS grants are a multi-billion-dollar grantmaking operation.
Job Responsibilities
1. Gain an understanding about IDHS requirements (the "REQs") and AmpliFund software (AF); Represent IDHS in training planning sessions with vendor; provide training recommendations internally at IDHS based on Agency priorities; consult with PM and PD on needed decisions-make written recommendations when needed; monitor the training plans for risk of lack of appropriateness to the REQs. Independently analyze IDHS business processes in relation to the need to design/develop training solutions. Manage all training materials, decisions needed regarding the materials, and signoff of training materials.
2. Manage the entire process of training for IDHS, leading Divisions / program areas while collaborating with IDHS PD, PM, and Vendor to establish detailed plans, including step-by-step expectations that follow a pre-planned schedule. Collaborate with IDHS Leadership and Vendor to ensure IDHS REQs are trained thoroughly with major focus on IDHS end-to-end processes. This includes collaboration and negotiation with Vendor to achieve the most optimal training outcomes (incl. post-training competency assessment) and training experiences. Manage all training plans, decisions needed regarding the plans, and signoff of the training plans.
3. Attend various meetings: To formulate / finalize training requirements and plans; To identify priority areas for training improvements; To coordinate with testing and quality assurance plans; To discuss issues and successes of job duties. Meets regularly with Business Process, Development and Testing teams.
4. Analyze actual outcomes versus expected outcomes to identify any issues with training materials, plans or processes; provide feedback to PM, Director and Vendor; document various findings as a result of analysis; provide feedback to managers on end-user experiences (including results of trainee post-training competency assessments); conduct focus group sessions with Divisions and program groups as needed to validate expected outcomes versus experienced outcomes; recommend improvements or revisions; prepare and maintain reports related to progress on various aspects of training.
5. Reviews and understands policy and rule changes impacting grant-making, which could impact training plans or outcomes; confirms business alignment of the AF software between technology and end-user; participates in draft policy review and provides written comments. Meets regularly with Business Process and Testing teams to identify issues and coordinate necessary changes to training plans or business processes.
Minimum Qualifications
1. Requires a Bachelor's degree from a recognized university or equivalent education and experience.
2. Requires two (2) years' working experience including formal Project Management OR grantmaking at State of Illinois according to the Grant Accountability and Transparency Act (GATA) OR formal Training Planning or Management.
Preferred Qualifications
1. Prefers demonstrated continuing education credits in the areas of Training and Learning Systems.
2. Prefers PMP (Project Management Professional) certification from PMI (Project Management Institute) or equivalent.
3. Prefers recent hands-on experience as a former Grants Program Manager of a program similar to a large complex IDHS grant program.
4. Prefers experience as a professional educator or a university curriculum developer or technical curriculum developer.
5. Prefers high level of organizational skill/ability to schedule people for various training needs.
6. Prefers ability to fully utilize the English language in a manner that is concise, thorough and understandable by all involved parties.
7. Prefers ability to understand business processes /outcomes to be learned by adults via various training and learning methods; and ability to measure the learning comprehension of the adult learners.
8. Prefers ability to maintain clear and thorough documentation of many varied topics and subject matter; a high degree of adaptability and ability to function in a fast- paced environment with competing demands.
9. Prefers demonstrable experience writing various types of project management plans, especially Training Plans.
10. Prefers hands-on project management experience using multiple techniques to organize and plan: training schedules, training materials, meetings with vendor and management, and overall Training Plan document.
11. Prefers ability to lead large groups to collaborate in-person or remotely to make firm decisions.
12. Prefers hands-on experience with advanced features of SharePoint and Microsoft Office products such as Word, Excel and PowerPoint.
13. Prefers hands-on experience managing Training Plans and Materials.
14. Prefers a working knowledge of GATA Illinois laws and 2 CFR 200 federal code.
15. Prefers experience as a manager or project manager for a State of IL agency.
16. Prefers experience as a trainer of adults learning software applications.
17. Prefers experience documenting business processes with flowcharts or similar techniques.
18. Prefers experience with Visio software and flowcharting in general.
Conditions of Employment
1. Must work the assigned working schedule on every workday, excepting time off approved by the immediate supervisor.
2. Must prepare and deliver by email a regular status report as required by the immediate supervisor.
3. Must not work any other employment or unauthorized projects during the assigned working schedule.
