Position: Property Manager

Reports to: Executive Director

Job classification: Full time, 55-60,000 p.a.

Schedule: To be determined at time of hire. May include days, evenings and weekends. Flexibility as needed.

Adsum for Women & Children is seeking a property manager to join our team. The Property

Manager will provide onsite oversight to ensure a high standard of maintenance of Adsum properties. This will include regular inspections, the supervision of maintenance work and a timely turnover of vacant units. The Property Manager will handle administrative issues including leases, arrears agreements, complaints, and processes falling under NS Residential

Tenancies. While the goal is always to foresee issues and prevent them before they happen, it’s typical to have to respond to unplanned situations, which require quick thinking, resourcefulness, and the ability to provide an emergency response.

Adsum has a long history of providing a range of shelter and housing models to women, families, youth, Trans and gender diverse persons who are homeless or at risk of homelessness in Halifax. We operate out of multiple locations in Halifax including properties that we own

(emergency shelter, three permanent housing development and condominium units). We also rent multiple residential properties throughout HRM and office and program space that we rent. We oversee some maintenance of those locations as well.

REPORTING RELATIONSHIP
The Property Manager is under the direct supervision of the Executive Director. Reporting to the Property Manager are contractors, temporary help and a part time maintenance employee.

DETAILED DESCRIPTION
1. Plans for the long term care and health of properties owned and operated by Adsum for

Women & Children by:

  • Preparing scopes of work, review estimates and recommend award of contracts for maintenance and capital works within guidelines, budget and Building Condition

Assessment; ensure appropriate policies and procedures are in place and adhered to for contract administration; inspect work performed by contractors;

  • Knowing and abiding by the legislation related to workplace requirements such as

Health and Safety and related to properties such as the Nova Scotia Building Code and

Fire Code;

  • Actively searching out and, with the assistance of colleagues, responding to all relevant opportunities related to property maintenance, snow removal, lawn care, and greening and energy conserving initiatives;
  • Assisting to prepare the annual operating and capital maintenance budgets.
  • Assisting with the compliance of operating agreements, reporting requirements and all related regulations;
  • Establishing priorities between work on different properties;
  • Incorporating new properties into Adsum’s management system; and
  • Liaising directly with Adsum’s fund developer regarding quotes for applications to fund capital pieces.

2. Manages the ongoing maintenance of existing properties by:

  • Ensuring a high standard of maintenance including pest control of all Adsum properties by participating in the development of sound policies, procedures and standards and by implementing same;
  • Inspecting interior and exterior of units and buildings, grounds and playground, assessing need for repairs, lease compliance issues and follow-up;
  • Performing inspections related to preventative maintenance plan, capital works plan, long term lifecycle plan, and ensure life safety plan compliance;
  • Maintaining a comprehensive list of contractors and emergency lists with up to date copies for all Adsum locations;
  • Initiating work orders and recommend for payment invoices related to property;
  • Maintaining Adsum’s work order process and ensuring prompt response to requests for repairs from tenants and staff;
  • Responding to afterhours / weekend emergency calls;
  • Responsible for inspections annually and when tenants are departing / incoming and for addressing deficiencies;
  • Costing and purchasing material, services and equipment;
  • Advising tenants on maintenance problems;
  • Managing the handling of waste at Adsum properties;
  • Hiring casual labour as required or directed;
  • Contracting for trades and services within established budgets, and supervising temporary help and contractors; and
  • Managing the weekly workload of Adsum’s part time maintenance staff.

3. Ensures the rights and responsibilities of landlord and tenants are respected

  • Collects rent;
  • Oversees lease agreements and the administration of rental units;
  • Prepares leases for signature and renewal;
  • Prepares applications, forms, etc. to be made to Residential Tenancies;
  • Advises the Financial Manager of rents and security deposits to be returned, and manages belongings left behind in units;
  • Advises the Executive Director and Adsum support staff of conflicts between tenants and/or with the landlord, behaviour challenges, and issues that could escalate; and
  • Maintains open communications with housing support staff.

4. Providing policy advice to the Executive Director on issues related to the maintenance of
Adsum’s assets by:

  • Analyzing maintenance cost data and reporting on same; and
  • Recommending future policies and actions to enhance the health and care of Adsum’s properties.

5. Performs other related duties as may from time to time be assigned by the Executive
Director.

QUALIFICATIONS and EXPERIENCE
Basic requirements

  • Minimum 2 years experience in property management
  • Strong management capacity including excellent organizational and administrative skills
  • Working knowledge of budgets and financial statements
  • Working knowledge of NS Residential Tenancies Act, procedures, etc.
  • Working knowledge of contracts and agreements
  • Working knowledge of building and grounds maintenance
  • Criminal record check including the vulnerable sector check
  • Current standard first aid certificate
  • Non-Violent Crisis Intervention and de-escalation training
  • Naloxone training
  • Valid driver’s license and vehicle
  • Additional assets include experience in housing support, lived experience and/or peer support
  • Other assets include understanding of anti-oppression practice, impacts of systemic misogyny, colonialism, and racism, and training in trauma-informed practice

Working conditions

  • Constant travel between properties that are owned and rented by Adsum.
  • Working hours are flexible and may include days, evenings and weekends.
  • Occasional exposure to minor unpleasant or disagreeable conditions (dust, dirt, interruptions, or verbal abuse)

Term and conditions

Salary commensurate with experience, ranging from $55,000 to $60,000 p.a.
