Job Description

Location:Building #4, Right of Way Bureau, Fiscal and Title Section, Ames, IA
Shift: Days, Monday through Friday, 8:00 AM to 4:30 PM. Possible flex time and some teleworking opportunities after six months.
Right of Way Agent 2 Responsibilities:
The Right of Way Agent 2 is a journey-level position. The person in this position will be involved in four main areas related to Right of Way parcel closing and transfers of jurisdictions: Title Examination, Closing and Fiscal Tasks, Condemnation Tasks, and duties associated with Transfers of Jurisdiction.
Condemnation tasks involve a number of different procedures, but in general, the agent will draft all necessary documents for the condemnation proceedings, prepare vouchers for condemnation invoices and sheriff fees upon completion of the proceedings, ensure that all appropriate documents are executed and recorded, and maintain parcel contacts and condemnation information in the project scheduling system.
Some typical title exam responsibilities would include such tasks as ordering updated title documents as necessary and reviewing parcel information, survey plats, and project plans for accuracy and consistency.
Closing tasks would include ensuring parcel closings are completed within the given schedule and providing the Production Coordinator with progress reports as requested.
Transfer of Jurisdiction responsibilities would include researching title and other documents necessary for the proper transfer of jurisdiction and working as a liaison with district staff to coordinate and ensure transfers take place in a timely manner.
Competencies Required:
Knowledge of basic real estate principles and theory. Knowledge of legal instruments and documents, and techniques and methods used in real estate transfer transactions. Knowledge of state and federal laws, policies, codes, and regulations relating generally to real estate and specifically to the activities of the right of way appraisal, acquisition, and condemnation. Knowledge of agency policies, regulations, and procedures.
Travel: Some statewide travel may be required. License: A valid driver's license must be possessed and maintained.
Education, Experience, and Special Requirements
- Experience with Workday, PSS, ERMS, and ProjectWise are highly desirable. The applicant should also be well versed in researching property titles, have an understanding of the Eminent Domain process and related codes, and be generally familiar with all types of land transfer documents. Education and experience in real estate, accounting, business, and Right of Way processes would be very beneficial for the applicant.

Minimum Qualification Requirements
Graduation from an accredited college or university with a Bachelor's Degree and two years of Right of Way Agent experience in real estate appraisal, property acquisition, real estate sales or management, relocation assistance, right of way engineering, or other real estate or development support activity of comparable level;
an equivalent combination of experience and education substituting of one year of the required full-time experience in real estate appraisal, property acquisition, real estate sales or management, relocation assistance, right of way engineering, or other real estate or development support activity for one year (30 semester hours) of the required education to a maximum substitution of four years;
an equivalent combination of experience and education substituting one year of the required full-time experience in field-commissioned sales work, engineering survey, highway construction inspection, or as the manager of a business for one year (30 semester hours) of the required education to a maximum substitution of four years;
an equivalent combination of experience and education substituting satisfactory completion of any American Institute of Real Estate Appraisers Course, Society of Real Estate Appraisers Course, American Society of Farm Managers and Rural Appraisers Course, or American Right of Way Association Course, or its equivalent for one year (30 semester hours) of the required college education with a maximum substitution of four years;
Employees with current continuous experience in the state executive branch that includes eighteen months of full-time work as a Right-of-Way Agent 1.
