Serco is seeking a Senior Analyst - Nuclear Command and Control Systems (NC3) Logistics Support to join the team at the Arlington, VA location! The Assistant Secretary of Defense –Sustainment (ASD(S)) plays a key collaborative role with the Services and Program Managers.

This position is contingent upon your ability to maintain/transfer an active DoD Top Secret clearance and have the ability to obtain a TS/SCI clearance.

SERCO supports the Office of Secretary and Defense (OSD) with assisting and successfully fielding available, reliable and combat ready, weapons systems to U.S. Services and International Partners. The Deputy Assistant Secretary of Defense (DASD(PS)) is responsible for Life Cycle Support that optimizes affordability, materiel readiness that supports Joint war fighter requirements.

In the Senior Analyst (NC3) Logistics Support role, you will:
  • Engage with Program Managers, Product Support Managers, Office of the Secretary of Defense (OSD), Joint Staff, and Service stakeholders to improve Life Cycle Sustainment Plans (LCSPs) which identify sustainment cost drivers throughout requirements generation, development, production, operations, sustainment and disposal phases
  • Assess the readiness requirements for the nuclear enterprise, which consists of legacy weapon systems, new acquisitions to replace legacy systems, and the NC3. Assist programs with formulating Reliability, Availability and Maintainability (RAM) factors, understanding and estimating O&S costs, and preparing milestone documentation
  • Participate in Nuclear Weapons Systems Critical Design Review and sub-system critical design review meetings as a subject matter expert on sustainment issues
  • Establish metrics to track and manage the sustainment of NC3 systems that enable informed decision making to meet strategic goals across the nuclear enterprise
  • Support the development of an integrated nuclear enterprise program management strategy to manage schedule, cost, and risk across various sustainment and modernization programs
  • Assess the product support strategies and proposals for new nuclear modernization programs and ongoing programs in sustainment. Provide timely and relevant feedback to OSD leadership and program office personnel to improve current and future sustainment
  • Prepare read-ahead material and information papers for modernization and sustainment reviews and other meetings (i.e., Defense Management Action Group (DMAGs), Integrated Acquisition Portfolio Reviews (IAPRs), Interim Program Reviews IPRs), Milestone Decision Point Reviews, and biweekly Nuclear Sync Meetings with the ASD(S) and ASD(Nuclear, Chemical, and Biological Defense)
Qualifications:

To be successful in the role, you will have:

  • An active DoD Top Secret security clearance with the ability to obtain a TS/SCI clearance
  • A Bachelor's degree
  • 10 years of relevant work experience supporting DoD
  • Knowledge of the DoD Acquisition process, including the Adaptive Acquisition Framework pathways
  • Understanding of Operation and Maintenance (O&M) and Operating and Support (O&S) costs
  • Familiarity with the Joint Capabilities Integration and Development System (JCIDS)
  • Experience with Key Performance Parameters (KPPs), Key System Attributes (KSAs), and weapon system sustainment metrics
  • Effective communication and interpersonal skills
  • Experience in developing high-quality, professional briefings and written reports to succinctly capture key issues for DoD decision-makers
  • Ability to travel as needed

  • A Master's degree
