Arlington Public Schools (APS) requires all employees to be fully vaccinated against COVID-19 unless a medical or religious exemption is approved. Being fully vaccinated means that an individual is at least two weeks past their final dose of an authorized COVID-19 vaccine regimen (i.e. Pfizer, Moderna, and/or Johnson and Johnson). As a condition of employment, newly hired employees will be required to provide proof of their COVID-19 vaccination.
Human Resources announces an opening for the position of Supervisor, Student Regristration. This is a full-time on-site, Grade E-13 position located in the Department of Student Services.
GENERAL STATEMENT OF DUTIES
Performs administrative and supervisory work related to student registration, residency confirmation, options and transfers, translation and interpretation, and the Welcome Center/Language Services Resource Center (LSRC). The Supervisor is responsible for overseeing the student registration process county-wide, and observing and working with principals, registrars, and student services’ staff to improve the welcoming experience for all students and families. The work involves developing programs and plans in consultation with the Executive Director of Student Services, Supervisors of Student Services, and personnel in the Department of Information Services, implementing programs independently, and performing related duties as required or assigned.
SUPERVISION
Reports to the Executive Director of Student Services. Work is evaluated in terms of effectiveness in meeting these requirements/standards, quality, quantity, timeliness, teamwork, customer service and other factors such as skill and ingenuity in overcoming challenges. The Supervisor has no student supervisory responsibilities.
DISTINGUISHING CHARACTERISTICS
This class performs specialized, professional residency work. This class is distinguished as it ensures that residency confirmation practices are consistent with legal and regulatory requirements, student registration best practices, and APS policies and policy implementation procedures (PIPs). The work affects the entirety of the school district, APS students, and families.

Guidelines include, but are not limited to, Federal, Virginia and APS residency and student registration regulations, programs, processes and procedures such as McKinney-Vento, privacy requirements as they relate to personal data; Arlington School Board Policies (SBPs) and priorities, APS policies and policy implementation procedures (PIPs) on student registration and residency; the APS Strategic Plan; Student Registration systems, policies, procedures and practices; diversity-inclusion issues/approaches/initiatives pertinent to the division; and general references.
CONTACTS
Contacts include, but are not limited to, school-based staff such as registrars, school counselors, school social workers, and administrators; central office administrators to include the Superintendent’s Cabinet; County agencies; leasing offices; families, students, and others who may possess knowledge of a student’s residence.
ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed.)
Coordinates, supervises, or provides direction for all aspects of the student registration process and makes updates as required by federal, state, or local policy
Plans, with other Student Services supervisors, the Office of English Learners, and principals, necessary procedures to establish and attain goals for the school system in concert with the Strategic Plan
Participates in the selection, training, and management of central and school-based registrars
Assists in the planning, organization, and implementation of co-curricular and /or extracurricular activities related to assignment and observes/attends activities and events
As required, coordinates with Arlington County agencies and staff regarding activities/programs for which responsible
Assesses the best method of implementing each new program that is developed and plans and conducts professional learning activities to implement each program; assists in planning and implementation of specialized programs for diverse populations in areas under their purview
Serves as a point of contact for school and central office administrators regarding residency or custody disputes and consults with the Executive Director of Student Services and Division Counsel as needed.
Supervises and evaluates Welcome Center/LSRC, options and transfers, and residency confirmation staff as assigned
Organizes and conducts regular professional learning for school-based registrars
Organizes and conducts professional learning activities involving both optional and required activities to improve the student registration process centrally and at schools
Develops, manages, and monitors the budget for the subject area and supervises recordkeeping, payroll and time reports
Supports principals in the evaluation of school-based registrars
Participates in civic and professional groups, such as Metropolitan Area Foreign Student Advisors, as required or assigned; serves on APS committees related to assignment.
Acts as the school system's expert and spokesperson in the field
Writes grant proposals, monitors the implementation of the grants and oversees the financial aspects of the budget
Serves as consultant and advisor on student registration, translation and interpretation services, options and transfers, language assessment, and residency confirmation for registrars, school counselors, school social workers, and school-based administrators
Collaborates with neighboring school districts to plan, organize, and conduct joint professional learning opportunities
Serves as a liaison for community organizations
Performs related duties as required or assigned
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Experience working with students, families, and staff from various cultural and linguistic backgrounds
Thorough knowledge of the student registration process
Thorough knowledge of child or adolescent learning as required, and of adult learning theory, curriculum development, and implementation procedures
Thorough knowledge of federal, state, and local laws and policies relevant to assignment
Thorough knowledge of school system organization, departmental responsibilities, mission, vision, and goals
Ability to establish and maintain harmonious working relationships with students, staff, parents, and administrators
Ability to plan and implement professional learning opportunities
Skill in management and administration of human and physical (including financial) resources
Ability to communicate clearly and concisely, orally and in writing; to write clear, concise reports; and to organize and deliver presentations to small and large groups
Skill in problem solving to select, organize, and logically process relevant information (verbal, numerical, or abstract) to solve a problem. This includes skill in recognizing subtle aspects of problems, identifying relevant information, and making balanced recommendations and decisions.
Skill in written communication to understand written information, draw inferences, form hypotheses and develop logical arguments, and to express such information in writing so that others will understand and, at times, be convinced or persuaded.
Skill in oral communication to understand verbal information (including facts, assertions and arguments) and to express such information verbally so that others will understand and, at times, be convinced or persuaded. This includes skill in conducting staff development and modelling classroom instruction by using various verbal techniques (wording, tone, style, pitch, etc.) and non-verbal communication techniques to facilitate understanding and learning; and the ability to listen ‘actively’ and encourage effective oral communication by others such as students concerning their learning needs, questions, etc.
Skill in using a computer, modern office suite software (such as MS Office), enterprise systems/software, and specialty systems/software.
Interpersonal skills to interact with contacts in a businesslike, customer service-oriented manner by establishing and maintaining effective working relationships and working in harmony with others.
MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS
Possession of a Master’s degree in education, the arts, sciences or school administration, including or supplemented by considerable course work related to educational law and administration, with experience as a school-based or central office administrator or specialist; or any equivalent combination of education and experience that would provide the above noted knowledge, skill, and ability is required.
LICENSE/CERTIFICATION
(1) A Postgraduate Professional License or a Collegiate Professional License issued by the Virginia State Board of Education is required . (Eligibility for Virginia Licensure/Endorsement through comity, reciprocity or equivalence may be acceptable.)
PHYSICAL ATTRIBUTES
Work is mainly sedentary and involves light physical effort. It requires moving about to obtain work objects, supplies, etc., distribute work products, coordinate with others and perform related functions; operating office and communications equipment such as a computer and a telephone; and reviewing written documents containing small print, symbols and special notations. In driving, uses judgment in consideration of traffic, weather and other factors.
HAZARDS / UNUSUAL DEMANDS
Most work is performed indoors in offices, conference rooms, etc. Work may at times need to be performed in the field as required by the investigation. Generally, work involves exposure only to normal, everyday risks. Work involves some after-hours duty and is subject to changing priorities, tight deadlines, peak periods and emergencies.

Salary range of $91,489 to $149,952 based upon 22/23 pay plan.
Newly hired employees with previous experience in their field may receive salary credit for up
