Basic Function

Holly Energy Partners located in Artesia, NM is seeking a Training Specialist - Control Room Management. The Training Specialist - Control Room Management will be responsible for, under minimal supervision, the functions of the training and development program, which includes planning, coordinating, administering, and evaluating programs, processes, procedures, systems, and/or standards. Comply with health, safety, and environmental regulations.

Job Duties

(functions considered essential as defined by ADA)

  • Responsible for the Training and Development Program for new hires and current Controllers in the Control Center
  • Provides one-on-one training for all new employees and ongoing training for existing staff
  • Develops and maintains training manuals and maintains training records and information
  • Subject Matter Expert with the Operator Training Simulator and Associated Training
  • Consults on training needs in addition to identifying and communicating training objectives; assists in the development, modification, and/or improvement of training programs
  • Makes recommendations to supervisory personnel regarding ongoing training needs of operations staff
  • Participates in controller OQ assessments, as needed, to ensure employees are appropriately qualified and meet HEP DOT qualification requirements.

  • Assist in ensuring all aspects of Control Room Management meet PHMSA requirements
  • Assist in ensuring all aspects of the Fatigue Risk Management System are being followed
  • Assists Control Center Shift Foreman in updating existing procedures when necessary
  • A Subject Matter Expert for operational efficiency for the Control Center
  • Assist the Alarm Analyst and acts as the backup to the Alarm Analyst to ensure that HEP’s Alarm Management Program meets PHMSA requirements.
  • Communicates safety issues, best practices, and continuous improvement efforts to Control Room Personnel
  • Coordinates with Control Center Shift Foremen to solve pipeline operations’ problems; proactively reviews Control Center procedures and assists in updates as necessary.
  • Actively participates in compliance reviews concerning critical and normal standard operating procedures; maintains organized filing system to keep up-to-date records; completes reports, schedules, etc., on time and accurately;

Special assignments, projects, or tasks as assigned to the employee by their manager from time to time at the sole and complete discretion of management

Experience

A minimum of five years of work experience with three of those years in Control Room experience is required.

Education Level

A minimum of a Bachelor’s degree, or the equivalent amount of education and work experience, is required.

Required Skills

Technical knowledge of pipeline SCADA software, flow diagrams, and extensive knowledge of overall pipeline operations. Working knowledge of Microsoft products and any local systems applications. Strong communication skills, both verbal and written; interpersonal, conflict resolution, supervisory and leadership skills. Flexible, decisive and innovative. Ability to act decisively under pressure and assume risks.

Work Conditions

Office and plant based. Outdoor duties under wet and/or oil contaminated conditions, at both below grade and elevated positions. Industrial environment, including, but not limited to chemicals, pressure vessels, driver based, tanks and rotating equipment. Up to 60% of time will be required to work in petroleum pipeline environment and may be exposed to fumes, airborne particles, dust, dirt, mud, water, and/or petroleum products.


Physical Requirements

Job conditions require lifting up to 50lbs, standing, walking, sitting, talking or hearing, making visual inspections, making precise hand and finger movement, reaching or grasping, climbing up to the height of a unit, and bending. In some locations, must be available for weekend and after hour call-outs. Job conditions require ability to wear personal protective equipment (beards not permitted). May be required to work in confined spaces.
