Construction Project Manager
**Future Opportunity**
CSEngineering is hiring a Construction Project Manager to provide the 28th Civil Engineer Squadron that shall support all programs with disciplines consistent with the 28th Civil Engineer Squadrons roles and responsibility, which include but are not limited to: Facilities, Sustainment, Restoration, and Modernization Support, Project Programming, Design and Management, Cost Estimating, Facility Condition Assessment, Civil Engineering Project Management, and Construction Management.
JOB RESPONSIBILITIES
Duties for this position include the following:
- Provide "on-site" technical and administrative services to support the Civil Engineer (28 CES/CC), Operations Flight (CEO), and Engineering Flight (CEN) for Ellsworth AFB and throughout the 28th Bomb Wing installation.
- Provide Air Force project programming capabilities.
- Evaluate and recommend programs and development plans for new construction, renovation, and improvements of real property facilities including utility systems, utilizing a professional knowledge of multi-discipline engineering.
- Program for the accomplishment of Operations and Maintenance (O&M), military family housing (MFH), non-appropriated fund (NAF), Special Interest programs, host-tenant, host-nation, real property maintenance by contract (RPMC), Sustainment, Restoration, Modernization, & Demolition (SRMD), and/or military construction (MCP/MILCON) programs/projects.
- Support the design and production of plans and specifications.
In addition to required media products as specified herein, additional support services include:
- Prepare formal briefings, project management documents and status reports.
- Assist with schedule support, project level meeting attendance, database support, and budget submittals.
- Provide cost/schedules/status report reviews, scientific and technical research/document reviews/recommendations, and analysis of program and project data gaps.
- Provide assistance with Quality Assurance and Control of Architect Engineer (AE) designs. Ensure compliance of designs with base standards and building Codes.
- Provide Quality Assurance and Control over Construction Contractors for construction projects. Assists in defining requirements, developing and integrating execution strategies, preparing Statement of Objectives (SOO), Statements of Works (SOW), Performance Work Statements (PWS), programming documents, DD 1391s, Form 9s, cost estimates, and other components of acquisition packages.
- Capture and document processes and records as needed to support the design, development, construction and close-out
- Uses cost estimating tools (such as 4Clicks, PACES and RS Means) to produce independent government estimates.
- Assesses validity, feasibility, and impacts (economic, environmental, etc.) of short and long-range plans, projects, and base development actions, and integrates with overall installation plans and makes recommendations to the Government.
- Reviews contract deliverables and confirms project progress.
- Advises on contract modifications or adjustments for CES approval.
- Coordinates project activities and provides status updates with effected stakeholders.
- Periodically make site visits with Construction Inspector to review work and ensure the quality of the work meets the intent of the plans and specifications.
REQUIRED QUALIFICATIONS
- High School Diploma or equivalentAssociates or Community College of the Air Force or equivalent preferred
- 3 years Minimum experience in whole building design and construction, using generally accepted engineering techniques in the construction, operation, maintenance, and repair of facility infrastructure and utility systems.

- Ability to understand design intents and construction methodology, and manage multiple projects and document their progress.
- Able to negotiate effectively with management to understand, accept and implement recommendations, where proposals involve substantial resources and require extensive changes in established concepts and procedures.
- Ability to provide professional cost estimating calculations and professional cost estimating documents that can be provided for contracts and project development.
- Ability to read and understand engineered plans and specifications, approve material submittals, and keep Supervisor updated on progress of projects.
- Knowledge of federal, state, and/or local regulations and statutes, Air Force and DoD regulations.
- Ability to obtain Public Trust Clearance.
- Must be a United States Citizen
