BASIC FUNCTION AND RESPONSIBILITY:

This is technical clerical and limited supervisory work involving the review and interpretation of financial and court records in the regulation of probate estates processed by the Missouri State Court System.

    • Work involves responsibility for performing a wide variety of audit functions in connection with periodic and final settlement audits of decedent and guardianship estates requiring an understanding of legal terminology contained in wills, petitions, pleadings and other court documents and application of this understanding to financial transactions of the estate.
    • Detailed financial review of authorized transactions to verify or establish income, expenditures, reimbursements and net assets is also required.
    • Incumbents in this class function with a high degree of independence with no regular supervisory review and may act in a lead capacity reviewing the final settlement audits of others.
EXAMPLES OF WORK PERFORMED: (Any one position may not include all of the duties listed, nor do the examples cover all the duties which may be performed.)
    • Plans, assigns, and conducts audits and inventories of assets of decedents and guardianship estates in probate.
    • Verifies or determines total net volume.
    • Determines or verifies executor/administrator bonding requirements in accordance with will or statute requirements.
    • Reviews final settlement audits of others, and assists/trains new audit personnel.
    • Audits payments made from estates to determine the correctness of each transaction, its court or will authority, and documentation of the executor/administrator.
    • Audits income to the estate such as dividends and interest to determine the adequacy and frequency of reporting periods, and the accuracy/completeness of supporting bills, receipts, checks, and related documents.
    • Compares disbursements with receipts, tax payments, court costs, appraiser fees, and payments of court authorized claims.
    • Reviews decree of distribution to determine all heirs benefit according to the will, or laws.
    • Reviews correspondence, pleadings, petitions, orders, and will requirements. Determines the status of any law suits affecting the probate estate.
    • Reviews tax questionnaires and Federal estate tax reports, calculates estate and inheritance taxes owed to the State, or issues orders of no tax.
    • Issues letters or notices of exception concerning estates.
    • Consults with attorneys, trust officers, personal estate representatives, accountants, auditors, and others regarding court or statute requirements.
    • Performs related work as required.
SPECIFIC EXAMPLES OF WORK:
    • Review annual status reports for protectees and minors.
    • Interpret & follow statutes, court rules, and procedures.
    • Accept in filings & prepare various audit reports.

MINIMUM EDUCATION AND EXPERIENCE:

(Equivalent combination of relevant education and experience may be substituted on a year for year basis provided a high school diploma or GED has been obtained)

EDUCATION: High School diploma or equivalent.

EXPERIENCE: Three years’ clerical experience, one year of which must have been in account clerk work.

SPECIAL REQUIREMENTS:

    • Must submit to and pass criminal background check as prescribed by Courts.
    • Employees in this position are subject to random and reasonable suspicion testing for illegal drug use.
    • Perform audits of financial documents, accounting statements, cash & non-cash ledgers, bank statements, and inventory of assets.
KNOWLEDGE, SKILLS & ABILITIES: (This job description does not include specific physical requirements necessary to perform the job, such as, carrying, standing and lifting. Such requirements vary from position to position and may be determined by the appointing authority)
    • Considerable knowledge of modern office practices, procedures, and equipment.
    • Considerable knowledge of Court procedures/policies, legal documents, laws and legal factors pertaining to probate estates.
    • Knowledge of basic bookkeeping practices/procedures.
    • Ability to make arithmetic computations and tabulations with speed and accuracy.
    • Ability to assign and review the work of others.
    • Ability to maintain a variety of complex records and prepare reports from such records.
    • Ability to interpret and make decisions in accordance with laws, regulatory policies, and procedures.
    • Ability to establish and maintain effective working relationships with others.
    • Skill in the operation of standard office equipment.
