This position performs entry level professional work utilizing techniques which require understanding of involved practices, principles and/or theory for mastery of the ongoing operation and maintenance of sanitary sewer systems throughout the Saratoga Springs City properties. This employee also functions as one of the City"s principal "on-call" employees for after-hour emergencies related to area of responsibility and for snowplowing. Job Responsibilities

Provides front-line supervision to temporary, seasonal, part-time and full-time maintenance workers - sewer while in training or on a project-by-project basis
Prioritizes and schedules work, and then monitors work progress and employee performance for accuracy and effectiveness
Direct and/or provide routine Maintenance of the City"s sewer infrastructure.
Direct and/or provide jetting of sewer lines.
Direct and/or provide inspections of manholes.
Direct and/or provide maintenance of sewer lift stations.
Coordinate work activities with other City departments, representatives of local, state, and federal agencies, citizens, and equipment and service suppliers.
Maintain excellent public relations by assuring that public/and internal inquiries are answered in a courteous manner and that complaints are responded to promptly. Where appropriate, refer inquiries to the Assistant Public Works Director-Utilities
Operates a variety of types of small and light equipment; performs routine and regular maintenance on equipment to assure efficiency and safety. Directs and trains laborers in equipment usage
Operates various types of heavy equipment such as front end loader, back hoe, utility trailers, bob tail dump truck, etc.
Makes recommendations to the Assistant Public Works Director for the purchasing of all major equipment
As required, prepare labor, material, time, and equipment estimates for new or modified facilities
Direct and/or perform repair and maintenance of equipment, vehicles, tools, and assigned public facilities
Assists the Maintenance Supervisor - Streets with the snow plowing operations of the public works department including scheduling of all snow plowing shifts and clearing City streets and facilities
Participate with Assistant Public Works Director-Utilities in long-range planning and establishing priorities for facilities, maintenance, repairs, and improvements
Stay informed on changing products and technology and make recommendations to the Assistant Public Works Director-Utilities
  • ~As required, prepare labor, material, time, and equipment estimates for new or modified facilities
May assist with the preparation of the Public Works - Sewer budget
Performs other duties as assigned
Qualifications
Education & Experience

Graduation from high school or a GED equivalent plus two (2) years equivalent of specialized training provided through professionally sponsored workshops, technical school, or vocational studies
A minimum of eight (8) years of previous experience in sewer and/or water systems maintenance, or related field, a minimum of two (2) years of previous experience as a crew lead or supervisor

Certifications

Must possess a valid Utah Commercial Driver license (CDL)

Confined Space Training
CPR/First Aid Certification
Sewer collection 2
Vactor Truck operator/ Tanker endorsement
Backflow 2 (water)
Flagger certification
Work Zone safety certification
Trench safety / competent person
Sewer collection 3
Traffic control technician
Registered Stormwater Inspector
Equipment operator certification (Loader & Backhoe)
Right-of-Way Backhoe operator
Roller/10 wheel/loader/back hoe/other large equipment/vehicles (proficient skills)
Water 2 certification
Pesticide applicator certification
Knowledge of city standards and specifications (water and streets)
Knowledge of the MUTCD

Demonstrate the ability to follow City policies and procedures
Detailed understanding of the principles and practices of Sewer systems and their functions, operations and routine maintenance needs
Must have a thorough knowledge of work hazards, safety procedures, and public safety matters
Ability to direct and work with sewer employees, as well as work with other City staff
Develop and maintain effective working relationships with others (i.e. coworkers, supervisors, developers, contractors, volunteers, and the general public)
Must have excellent communications skills (both written and oral) to direct employees, coordinate with other departments, answer public inquiries and enforce City facilities rules

Communicate with others and to assimilate and understand information, in a manner consistent with the essential job functions
Be approachable by the public, other City staff, elected officials, and appointed official, must be able to communicate effectively with the public under potentially adverse circumstances and to work well with others

Work in both an office environment as well as outside in the field
Review and interpret basic to moderately difficult building and construction plans for public utility systems
Physical strength and ability to perform moderate to heavy manual labor for extended periods under dirty and uncomfortable conditions and in all types of weather, as necessary
Use all tools and operate all equipment, properly and safely, necessary to perform work of the position including the use of moderate to heavy equipment that is needed to perform maintenance duties
Concentrate on the completion of assigned tasks accurately, and accomplish the completion of duties in a timely manner
Take initiative and apply considerable ingenuity and practical knowledge to interpret and resolve new, unusual, or particularly troublesome situations
Reading ability to read and interpret technical journals, manuals and other materials pertaining to facility maintenance, equipment, systems and repair
Work independently and to complete daily activities according to work schedule
Flexibility to be available for emergency call-outs during off time
Enthusiastic, driven, hard-working, and approachable by citizens, staff and council
Deal with the public in a pleasant, courteous, and calm manner

Compensation and Benefits

Wage Range:
The full wage range is as follows, please note hiring will normally occur between the minimum and the midpoint.
Minimum - $23.78/hr.
Midpoint - $29.13/hr.
Maximum - $34.49/hr.

Benefits:
The City offers a competitive benefits package including health, dental, life and long-term disability insurance. The City participates in the Utah Public Retirement System (pension). In addition, the City does not participate in Social Security so no Social Security taxes are deducted from your paycheck. In lieu of the City"s Social Security contributions, the City contributes 6.2% of salary into a 401(k) retirement plan. Other benefits include 120 hours of paid time off (PTO) accrued annually, 40 hours of short-term medical accrued annually, 11 holidays annually, and a flexible work week.
