Fairfax County’s Wastewater Management Program is a nationally recognized Utility of the Future and its wastewater treatment plant, the 67 million gallon per day Noman M. Under General Direction of the PWES Business Operations Manager, serves as a first line supervisor, managing and supervising the operation of a Large 24/7 Wastewater Treatment Plant. The plant is required by law to meet stringent effluent limitations established by state and federal regulatory agencies.

• 
  Performs and supervises corrective maintenance and minor repairs on process equipment.
• Assist the business operations manager in enforcing safety and training programs.
• Provides technical coordination to crews and meets with process team daily and other teams as needed.
• Supervises the daily operations of various treatment process that include pretreatment, primary treatment and biological treatment.
• Performs personnel management functions and mentors plant operators.
• Develops and maintains spreadsheets and performs data management.
• Reports any process abnormalities and equipment malfunctions to business operations manager and branch chief.

NOTE: The salary for this position will not exceed the midpoint of the advertised salary range.

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from high school or GED issued by a state department of education and eight years of experience as an operator in a Class I wastewater facility which includes one year of experience in a position similar to a Plant Operator III.

CERTIFICATES AND LICENSES REQUIRED:

• A valid driver's license.
• A Class II Wastewater Treatment Operator's certification issued by the Commonwealth of Virginia.
• A Class I Wastewater Treatment Operator's certification issued by the Commonwealth of Virginia within one year of appointment.
• Confined space training certificate or the ability to obtain one within one year of appointment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a medical examination to the satisfaction of the employer.

Positions within this classification are considered essential to the maintenance and continuity of core county operations during the activation of an emergency or critical incident.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter. Work Environment: May be exposed to raw waste.

PREFERRED QUALIFICATIONS:

• Experience and expertise in the wastewater treatment processes and operations including nutrient removal, wastewater reclamation, and solids stabilization.
• Experience in an industrial wastewater setting
• Knowledgeable about all state and federal regulations
• Class I wastewater treatment licensure issued by the Commonwealth of Virginia
• Possession of a Confined Space Training certificate
• Experience overseeing or managing preventive, corrective and emergency repairs to industrial equipment in the most efficient and effective manner to reduce equipment downtime
• Experience performing inspections of plant operating assets to ensure proper functioning
• Working knowledge of Microsoft Suites applications with excellent written and oral communication.

PHYSICAL REQUIREMENTS:
Ability to climb steps, ladders; ability to lift up to 50 pounds. Ability to read and write; must have good vision. Thorough knowledge of personal computers and word processing spreadsheets and database applications. All duties performed with or without reasonable accommodations.
