Position Summary

Prosper Portland seeks an experienced Project Manager who can apply their skills in real estate development to lead projects and programs that realize healthy, complete neighborhoods and equitable prosperity for the City of Portland.

In this position, the Project Manager will utilize Tax Increment Finance District Plans as the basis for which to advance real estate strategies for development projects and initiatives in collaboration with community, public and private partner stakeholders. You will be involved in complex land development processes and real estate transactions to drive resources and realize capital projects that promote long-term public benefits such as place making and wealth creation utilizing equitable and inclusive strategies as a means of progress.

The ideal candidate will possess comprehensive project management capabilities with a background in property renovation, redevelopment, and community-based development, and land transactions along with the flexibility and talent to manage complex, dynamic, and sometimes politically charged projects. This person will also have strong self-awareness, honed listening skills, the ability to work collaboratively, and both ease and strong intuition with broad and inclusive community development.


Functions and Responsibilities
Position Summary – Central Eastside & South Waterfront Development
This position plans, coordinates, and implements multi-phase, complex development projects and programs to create vibrant neighborhoods and communities for the city of Portland. Key tasks include crafting redevelopment strategies; site analysis and predevelopment, collaboration with community, private and public partners to realize public benefits, and project oversight and implementation. This position works closely and collaboratively with community, government and business entities to develop and execute projects and programs that reflect district priorities. Projects and programs are highly visible and subject to considerable public interest.

Essential Functions and Major Responsibilities
  • Oversees and manages the creation and implementation of development projects and initiatives in collaboration with a variety of community, public, and private partners and stakeholders.
  • Scopes, prepares, implements, and manages goals, schedules, budgets, and tools for assigned projects and initiatives.
  • Evaluates and implements equitable and inclusive strategies and means into projects.
  • Leads project teams comprised of Prosper Portland staff, public agencies, businesses, and community organizations; manages and monitors project workflow, and leads/participates in project meetings.
  • Leads community outreach and engagement to proactively establish and build authentic relationships with neighborhood stakeholders and to facilitate engagement and community input in agency projects.
  • Develops and cultivates relationships with City of Portland bureau partners, businesses, property owners and developers, non-profits, community associations, and others; builds partnerships and collaboratively leverages complementary strengths to support equitable neighborhood revitalization and tailored place-making.
  • Serves as a project and/or neighborhood liaison to business, neighborhood, and community stakeholders. Develops relationships, solicits input, answers questions, provides guidance, and makes connections to broaden and strengthen the neighborhood ecosystem.
  • Communicates project and program information to a variety of stakeholders to facilitate agency collaboration, public involvement, report on project progress, and respond to media inquiries.
  • Prepares internal and external project-related documents and reports.
  • Convenes and facilitates meetings with internal and external stakeholders; sets up, leads, and/or supports project advisory committees and focus groups.
  • Plans, represents, and/or participates in a variety of meetings, hearings, and events on behalf of agency.
  • Develops and makes presentations to Board of Commissioners, City Council, community associations, and other stakeholders.
  • Incorporates input from Prosper Portland legal, financial, procurement, or other staff to implement assigned projects; apprises supervisor, team, and other parties of project status.
  • Prepares and/or evaluates financial and real estate data analyses including project budgets, operating pro formas for various property types (mixed use, commercial, industrial), and other related reports.
  • Secures and assesses due diligence materials including financial and market feasibility to recommend appropriate Prosper Portland financial assistance; reviews projects for financial assistance program eligibility, approval, and application.
  • Provides guidance to the agency on area(s) of expertise including financial and market feasibility, land use planning, zoning, and building codes, infrastructure development, permitting, urban design, design and construction practices, or business growth and recruitment for land acquisition, disposition, investment, or project/program development.
  • Crafts scopes of work, procures, and manages related professional services, contracts, and agreements. Participates on selection committee.
  • Manages grant contract development and administration, including managing solicitation, scope, disbursement, compliance, and reporting.
  • Develops and implements outreach and marketing strategy in collaboration with the Community and Involvement Team; crafts content for website, social media, newsletters, press releases, and talking points.
  • Oversees and manages the data collection, generation of metrics and outcomes, analysis, and reporting for program or projects. Utilizes data to inform strategy and program/policy evaluation.
  • Manages and tracks complex budgets for assigned projects.
  • Researches, tracks, and participates in the creation of city best practices and trends related to equitable community development and redevelopment.
  • Collaborates across the agency to align efforts in support of building an equitable economy; participates in the creation and implementation of projects and programs across the agency.
  • Makes recommendations and leads and/or participates in program, process, and policy improvements; coordinates or assists with their implementation.
  • Supports Development Team and agency?with development initiatives, special projects, participation on committees, and other relevant duties as assigned.

  • Operates under minimal supervision. Establishes own approaches and procedures. Receives general or little instruction on new assignments. Work is subject to final review.
  • Makes decisions for many aspects of work that requires technical expertise, initiative, and good judgement. Makes recommendations for complex and politically sensitive decisions that require oversight.
  • Decisions and errors in work can have a significant legal, financial, political, or operational impact to the agency.
  • Work involves a high level of complexity due to tight timelines, the need to prioritize multiple assignments, relationship management with a variety of external stakeholders, the need to navigate political and community dynamics, the agency’s history of gentrification, and the inherent nature of creating and implementing projects and programs grounded in racial equity.
  • Position has no supervisory responsibilities; however, will oversee the work of consultants, vendors, temporary workers, and/or student staff.

Qualifications & Education


Minimum Education, Training and/or Experience
Six years of combined experience in project management; urban or economic development; real estate; and/or experience facilitating or leading the advancement of community development driven initiatives, or equivalent experience. An Associate's, Bachelor's, or Master's degree in business administration, public administration, finance, urban planning, real estate or related field will substitute for one year of experience.

Physical Requirements
Position requires ability to remain in a stationary position for extended periods of time along with the ability to move throughout the office and travel to jobsites and events. Although rare, this position may need to lift up to 50lbs. Position often uses a computer and other standard office equipment. Position must communicate and interact with internal and external stakeholders often regarding complex subject matter.

Working Conditions
Normal working hours Monday through Friday [8 AM – 5 PM] in a combination of in-person and remote work; Additional hours may be needed to meet deadlines. Position requires frequent travel to external meetings and events; travel out of the metro area may occur. Position will be expected to engage in conversation and personal reflection around race, racism, and equity.
